Campaign deployment with budget less than $31 should result in failure

Any facebook campaign deployment where monthly budget for each campaign is less than $31 should result in failure.

This is to avoid having campaign deployed with less than $31 and having it run for less than a month.

FYI, when a campaign is deployed with budget less than $31 or $30 (depending on number of days in month), the campaign only runs for a duration where each day = $1 budget.

This will also be helpful once we have external API implementation for Facebook.
