Order goes to Error state due to inconsistent behavior in Audience targeting

Steps:

• Create a merchant with Facebook enabled.
• Create an order with multiple BA/BL.
• Click on Edit social Ads make changes in Audiences.
• Add Demographics only with no interest and Behaviors.

Actual: order is going to Error state.

Note: This scenario is not consistent, Sometimes if we deploy without behavior then order will go into error or sometimes it is because of Gender value as it accepts only 'All'.
