Carryover should be zero for campaigns which are paused and have exceeded the end date

We should not consider campaigns for carryover calculations, which were paused for a long time and have exceeded the campaign end date.

We should update carryover of such campaigns to zero during redeployment instead of calculating carryover from the campaign start date.
