Negative carryover should add to the budget and positive carryover should substract from the budget

For Google and Bing we are adding up the negative carryover for the new monthly budget and sustracting the positive carryover from the monthly budget. The same flow should be implemented for Facebook as well,

Right it now, it is vice versa for Facebook distribution.
