Description
Steps:
1. Deploy an order(Say monthly budget is $31)
2. Re-deploy an order after an hour(Now, monthly budget including carryover will be $31.04)
3. Then, immediately redeploy an order
Actual Result: Monthly budget is not including carryover instead it is setting a base budget that is $31
Expected Result: Should include carryover if order redeployed immediately
