Creating multiple merchants through external API if the user changes facebook flag

Steps:

1. Create merchant with "hasFacebook" : true
2. Update merchant by changing "hasFacebook" : false
3. Again, Try to update by changing "hasFacebook" : true

Actual Result: Creating multiple merchants

Expected Result: Should not create multiple merchants if the user changes Facebook flag to true or false through external API
