Not getting budget estimates for Bing when Bing is set to use Bing API

            Description

            Steps:
            ---------
            1. Login to database and set PROPORTION_GOOG_EST_FOR_BING to NULL so that Bing will use Bing API for budget estimates.
            2. Login to Reseller UI.
            3. Create a merchant and create an order with a BA/BL.
            4. tail the Jboss log.

            Problem: We are not getting budget estimates for Bing. Getting 500 Error in Reseller UI while fetching estimates for Bing.
