TechOps should not get any email related to carryover clearance when there is no carryover for an account

      Description

      When an account is created today and terminated the same day with carryover clearance we are getting alert email because of NullPointerException in the carryover clearance mechanism. We should avoid sending alert emails to TechOps when there is no carryover entry for an account which is terminated with carryover clearance.
