Description
Sometimes, we found an issue in admax process where in it will not set daily budget for the account when campaign gets deleted/paused.
Looks like an issue with timezone, as we noticed that an entry of changeTime in Logging.searchEngineAccountChanges has different timestamp values for admaxCampaign*Budget tables.
