External API: Location Extension fails to create in GMB

Steps:

1. Create a merchant.
2. Create and order with Location extension and deploy to Google.

3. verify the creation of Location Extension in GMB and Google Adwords.

Issue: Creation of Location Extension fails in GMB and we are getting partner support email for the failure.
