Description
Steps:
--------
1. Login to Reseller UI.
2. Create an merchant and save it.
3. Create an order with a BA/BL and deploy the order with "Launch campaigns as paused" option in the deployment confirmation dialogue.
4. After successful deployment, Edit the order and redeploy the same order again with "Launch campaigns as paused" option.
Expected: Previous paused order should go Archived state and the recent order should be in paused state.
Actual: Previous paused order is not going to Archived state, It is in paused state still. The recent order is in paused state as well.
