Description
Steps:
--------
1. Make the Budget Accrual status to true in smb.reseller_properties table and commit the changes.
2. Login to Reseller UI.
3. Create a merchant and save it.
4. Create an order with a BA/BL and deploy the order with "Launch campaigns as paused" option.
5. Verify the Budget accrual status after successful deployment.
Expected: Budget Accrual status should be Active. Also it should be active in database.
Actual: Budget accrual status was paused in Reseller UI and in the database as well.
