Campaigns are active when a quote order is deployed with pause option

Steps:
--------
1. Login to Reseller UI
2. Create a merchant and save the details.
3. Create an order with all three distributions with a BA/BL and save the order as quote.
4. Now, Edit the order and click on Request deployment.
5. select the Launch campaigns as paused checkbox and deploy the order.
6. Verify Order and campaigns status after successful deployment.

Expected: Order status should be paused in Reseller UI and the campaigns status should be paused in search engine.

Actual: Campaigns are active and the order status is deployed in Reseller UI.
