Local date/time formats not being honored.

Using an OS and browser set to Japanese, I created a quote and then retrieved it. The time and date formats are not in my browser's or OSs format. I'm expecting a 24hr timestamp and am getting 12hr, and date format should be YYYY/MM/DD and is being displayed as MMM, DD YYYY in one place and DD MMMMMM YYYY in another. The dates and times should be set to browser/os preferences. See screenshot.
