Changes are made to AdMaxListener to call Bing Content Editor

We need to research if the Bing API supports mobile targeted campaigns. If Bing supports mobile targeted campaigns, we need to create them with mobile ads and mobile keywords.

There is one issue in the SearchEngineUserWorker when creating accounts for a deployment with Google and Bing.
