Fulfillment user verifies merchant ID is correct

in addition to verifying funding is available and URL is valid, the FF user will also verify/enter/update merchant ID before Requesting Deployment. If FF user tries to Request Deployment without a merchant ID, the dialog appears, "A merchant ID is required before requesting deployment." or some other visual indicating this is a required field.

if ID is entered or updated from the FF screen, the system checks to make sure the ID is unique to that merchant within the reseller's realm. If not, dialog displays, "There is another merchant that has the same ID. Merchants must each have a unique ID."

system ties the entered merchant ID to the TSA internal ID for the merchant. The merchant ID cannot be changed after Order has been submitted to be processed - Request Deployment.
