user can view the fully qualified location name from the BA/Loc list of campaign

the Location name displayed as part of the BA/Loc combinations will merely be the "leaf" of the location selected, however, when the user hovers over the location name, the fully qualified location will be displayed as a tool tip.

For example, user buys "Washington County" only "Washington County" is displayed location name, but on hover over, the tool tip displays, "Washington County, RI, USA"
