Location overlapping is failing at Ad set level.

Facebook is throwing error message by saying "Some of your locations overlap. Try removing a location" in the Ad set level, when we use overlapping location for Facebook deployment.

Steps to recreate:
1. Create an order by adding primary URL, BA and BL
2. Use Overlapping location for single or multiple BA. Example : US and California as BA
3. Deploy an order by selecting Facebook distribution.

Expected: Reseller should handle that error message and instruct user to take action.

Actual: Facebook throwing error ""Some of your locations overlap. Try removing a location" at Ad set level. And failing to create Ad set in Facebook Ad Manager.
