As a Reseller User, I want to edit an existing Order

The user can select a saved order from the list of Orders.
The order is displayed with all saved data
The quote range is automatically updated for the selected BA/LOC upon loading the Order
If the order is submitted, no fields are editable
The following fields are editable:

• All fields are editable, including BA/LOC
  If the user changed the BA/LOC, the quote range is updated to reflect this.
  The user sees a visual indication that if there is a budget defined and it is now out of quote range, budget needs to be updated.
  If budget is out of range, the user needs to update budget to a valid number or delete the budget prior to saving.
  The user can now save the Order. The last modified date is updated to the current date.
