Send Connection button is getting Enabled when we make changes in Page Lead Ads

Send connection button is getting Enabled for merchant which page linking is already done, when enable Facebook Lead Ads option and save the changes.

Steps to recreate:
1. Select a Merchant which page linking is completed and lead ads terms are still not accepted.
2. Enable Facebook lead ads terms option.
3. And save the changes.

Expected: Lead Ads Terms Status should should show status as pending and no changes in Send connection request button.
Actual: Send connection request button is getting enabled.
