New Facebook campaign is created on adding other distribution to existing only Facebook distibution order

            Description

            New Facebook Campaign is getting created when we deploy an order by adding new Distribution.
            Changes i made in redeployment:
            1. Added new Google distribution.
            2. Added 1 dollar budget for Google, Total budget 125 $.
            3. And added newly created Lead gen form.
            4. Changed CTA to Sign up.

            Expected: Facebook campaign should get update since only ad level changes made.
            Actual: New Facebook order getting created and old order not deleted.
