Getting error at Merchant contact email while creating new Merchant.

Getting an error message as "Existing Email" at Merchant contact email when we try to create the merchant without enabling Facebook.
Steps to Recreate:
1. Click on create Merchant.
2. Create merchant by filling all required fields and don't enable Facebook.
3. Enter unique email at Merchant contact email.

Expected: Should Able to create merchant.
Actual: Getting error as Existing Email" at Merchant contact email.
