googleBudgetEstimates table is not updated

I'm sending in BES request, and getting back expected values, however, the db is not getting updated with the estimate.

I'm able to run the same BES request time and time again, and it goes to the SE each time.

This is the request: campaigns (services in ('google') and businessAreaId in ('2000039') and locationId in ('2'))

This can be seen in the logs:
