Fix admaxNominalMonthlyBudgets table (and data feeds/datamarts) to terminate budgets for deleted campaigns

Once AML-624 is fixed, the database needs to be updated to terminate properly the budgets that were left active after their campaigns were deleted. We may have to grep logs to find the proper termination dates for each campaign. Data feeds/datamarts with nominal budget information may also need to be rerun,
