TSA Tech Ops user can CRUD user accounts within a reseller realm

            Description

            TSA Technical Operations user will have a TSA admin account so that s/he can create reseller users in the system. The user name emails will be provided by the reseller and the Tech Ops user will deliver the related passwords back to the reseller after these accounts are created.

            There will be only two user types for 1.99 -
            TSA Admin - all access to all things, UI, backend, etc.
            Reseller user - all access to all UI only.
