Quote range won't save on min or max value after validating out of range

1. Add a BA/BL to an order and get a valid quote range
2. Enter a value outside the quote range, and request deployment
3. You will see the expected error validation, and the value turns red.
4. Now change that value to the exact min or max value, and request deployment. Still get error.
5. Change it to a cent more than the min, and it works.
