Refreshing the BA list in BA/BL dialog after selecting a different BC gives no indication of loading

In the Create Orders page, BA/BL dialog, if user selects a different BC, the BAs from the previous BC remain in the widget until the server responds with the updated list.

There should be some indication to the user that selecting a different BC loads a new list of BAs. Important for slower connections.
