Merchant Name does not error when no merchant name entered and Request Deployment button clicked

Create New Order

click Merchant Funding Available check box
click + button and add BA/BL to quote
click REQUEST DEPLOYMENT button....

notice that Merchant Name is not red (only URL and Budget).

Enter URL and Budget and click Request Deployment button

notice that Merchant Name is still not red, but nothing happens, i.e. Status does not go to Pending...
