Description
Field useSEDefinedTargets is one of [0,1] if the value is 0 then it raising an alarm.
Steps to reproduce
Step 1: open the location.csv file and set useSEDefinedTargets value to 0.
Step 2: Upload the file with validate.
Step 3: The error is highlighted.["Each row needs at least 1 target"]
