Make a script to automatically redeploy customer (brand) campaigns

When the brand campaign budget allocation percentage changes, all brand campaigns need to be redeployed. This should not be done via the UI (1- because it's too time-consuming; 2- because the UI will only deploy the campaign if something in the UI changed and budget is not visible).

Ops team needs a script to do this. This should be done after AML-730 is resolved.
