user is informed that another order cannot be submitted for the same merchant while an order is pending deployment

when user clicks the Request Deployment button, assuming all requirements are met, a dialog is displayed that says, "This order has been submitted for deployment. No other orders for this merchant may be submitted for deployment until this order is processed. After processing is complete, the updated order status will be displayed." The user must close the dialog box. there is no other action for the user.
