Buttons on BA/BL screen move while selecting locations

I was trying to add a business location and area to a quote on the the Add Business Area and Location to a Quote screen and noticed the Close and Add to Quote buttons can move around causing unwanted/anticipated side effects.

I picked a business area and went to select a state from the locations list. I picked the state I wanted and went to click Add to Quote. Just before I clicked it, the location taxonomy for the state loaded, and the places and county dropdowns appeared, shifting the buttons to the right and I inadvertently clicked Close, wiping out all of my changes.

To fix this, we need to anchor the buttons so they don't move when the location taxonomy grows and shrinks based on what the user chooses. We should also consider adding an unsaved changes warning since hunting through the business areas and locations for exactly what you need can be time consuming and losing them all with an inadvertent click of the mouse can be frustrating.
