Quote Range and Budget should use appropriate currency

the currency should come from the reseller's MCC, which presumably will be set as part of the reseller config settings (as a one time setting).

this currency should NOT be coming from the user browser setting.

this is not expected to be automated from MCC through reseller config.... this will be manually set by TSA user in reseller config.
