Need an indicator while retrieving quote value in the Add BA/LOC dialog

When a user adds a BA/LOC to an order, there is no indication that the system is working and that the user should wait for the quote to come back before they can go and save their order. This can take up to 10 seconds to come back. I think the quote needs to come back before the user can save the order so we need to add an indicator that the system is working and perhaps disable the Save button until this work is done.
