Order STATUS value should match what's in the db for Search/Sort functions to work properly

            Description

            apparently, sort/search(filter) functions won't work unless the value matches what is in the db (especially when we consider internationalization).

            please make sure all Status Values displayed in the UI match the (STATE) in the db (per Todd)

            Status: QUOTE (instead of OPEN), and SUBMITTED (instead of PENDING)
