User entered Budget value should be displayed as a complete currency unit

            Description

            user enters "25" in the budget field. when moving focus to another field or save, the budget should be displayed ( and saved if clicked) as "25.00" with the currency symbol. For AML1.99 - hardcode to $ if you have to.
