Last BA list is displayed (and allows selection) before display of current BC reloads the BA list

Select a BC on campaign criteria window and display BAs
Close campaign criteria window
Re-open campaign criteria window (previous BC and BA list are displayed at first)

If loading of locations is slow, you can select from the BA list before it is re-populated. The selection is cleared upon re-population and you have to re-select.
