Dev Ops user cannot change the state of an Order from Error to Quote

            Description

            Using a POST request, a Dev Ops user cannot transition an Order in the Error state back to the Quote state. It remains in Error. I can transition from Error to Submitted but not back to Quote. This is a valid case if the Dev Ops person wants to transition back to Quote to fix something before resubmitting it.
