Bottom line is that when a business category is deprecated, it should not be made available via the business category list in the UI. Holly is taking it.

There are many BCs that have no active BAs available from the Add Business Area and Location to Quote screen. If a BC has no active BAs, it should not be listed in the dropdown.
I don't know if this fix lies with the UI or with the Business Categories csv files, which have all BCs listed as active.
We should only have active BAs and BCs for the user to choose from.
