Need a process to ensure no '+' keywords make it to production

            Description

            In the production environment, we need to ensure that keyword files contain no standalone '+' symbols. There was a bug logged AML-849 about an error being thrown by google about a keyword that was just a +. That bug is taking care of that specific problem but we need a process in place to ensure this doesn't happen again.
