Monthly budget can be mandatory if you click Request Deployment then click save with no budget

To reproduce:

• Create an order and fill in everything for a live order except Monthly budget.
• Click Request deployment and see the red required warning.
• Click save now.
• Order won't save and monthly budget is still red
• Click in the Monthly budget field. Notice the red goes away
• Click save and you can now save the quote.

This may be a valid case since the person entering may try to submit and order, realize they don't know what the budget is and save it for later.
