Cannot delete an Unsellable Location in the Quote screen

If you create a quote with an unsellable location/BA combination, it shows up in the unsellable section as expected. If you don't have any sellable locations in the quote too, you cannot delete (X out) the unsellable one.

You can click the cancel button on the quote, and be returned to the default quote screen. If you click Create Order button, the unsellable BA/LOC is listed in the new quote by default.

You can click the Delete button and go through the confirmation to delete the quote. If you click create a new order, the damn unsellable BA/LOC is still there.

The only way to get rid of it is to add a valid BA/LOC, then remove the invalid ba/loc. Save the order, then delete the order.
