Deprecated Locations can be selected in the UI

            Description

            The UI will allow a user to select a location that is set to deprecated in the content tables. If a location is deprecated and set to isSellable = false, it will not be displayed in the UI. The combination of deprecated and isSellable = true needs to be handled too.

            This is to harden against any content errors. This isn't something we expect to occur frequently.
