Orders associated with a disabled merchant are still listed and actionable

I am testing the dev ops ability to disable merchants in the AML system. I can successfully disable a merchant using the groovy scripts.

*Any order associated with the now disabled merchant is listed in the orders screen.
*An order in the quote state can be submitted and deployed or deleted.
*Submitted orders are continued to be processed
*Deployed orders are displayed.
*I didn't have an order in error state but I assume it would be listed too.

According to AML-864, these orders will be deleted. If true this is a bug. If what I'm experiencing is expected, this is not a bug. If we delete deployed orders, what do we do at the AdWords level. These campaigns are still out there.
