Remove sellable business location filter logic from the BusinessLocation Service

In discussions today it was determined that we need to make a couple changes to the BLS. I would like you to make those ASAP so they can be deployed to our dev and the SIT environments. They're pretty straightforward ... remove the filter from the Optus BLS code that currently returns only sellable locations (so all 27K locations are returned) and add an isSellable element to each returned locations. The core BLS EJB returns the isSellable property of each location, we just haven't passed it along. Optus is waiting on the updated WSDL so they can make the appropriate changes on their end.

This should be a quick change, but I'm not sure which branch this should go into. I am guessing the 1.2 branch if that is in a state that we could deploy it. If not, please let me know so we can figure out what makes the most sense.
