BCS returns invalid data structures with no exception if there are mapping failures.

An error in the business taxonomy load file could load an invalid business area and the BusinessAreaRowMapper will catch a mapping exception silently without reporting anything to the log or in the response. The object returned is then invalid and causes exceptions downstream.

This error was a partial cause of Optus-53.
