keyword import skips keywords that end with "in"

            Description

            Our current geo-modifying scheme can create duplicate keywords when a keyword
            ends with "in" (see YELL-120). The keyword import skips these keywords to avoid
            the problem. We should be importing the keywords, and add code to prevent
            duplicate keywords.
