Description
The address lookup should only happen for address with mainBranchFlag=Y. when
that address is resolved to a SA ID, then that SA ID is compared with all other
line items and those with the same SA ID (regardless of their address) should
generate a BF page.
Currently, if a line item has a town (e.g. Oxford) with a SA of 705 (Poole), it
will not create an SEO page for its related BF if the primary SA is Poole/705.
