London postcodes not resolving to London Service Areas (Eventum #1133)

The following two London sites are not resolving the MainBranchFlag location to the Service Area and thus not creating the BF/SEO link that should be created:

http://www.chillypepperhirelondon.co.uk/ has WC1 postcode with a Central London Service area and thus should match.

http://www.1stlinemotorcycleslondonn11.co.uk/ has N11 postcode with a North London Service Area and thus should match.

There is a bug dealing with coverage areas / packages and SEO page link generation. Can we open this is a bug and get it assigned?
