SMSc allows users to select disabled ad copy

            Description

            A couple customers were found to have customized ads with the "COMPANY_25" tag that is no longer supported. The content repository has these ads marked as disabled (status = 2). These disabled ads are making it into the UI ad copy drop-down list.
